Manager's Message 5-14-15: FY 16 Budget Approval

I am pleased to report that the City Council unanimously approved the FY 16 budget last evening. All of the compensation measures we proposed were approved. In summary:

  • The proposed 3% general wage increase for next year is now final. As I previously shared, all employees - whether full-time, part-time or WAE - on board as of June 30, 2015 will receive a 3% salary increase in their first paycheck in July.

  • Council also supported my proposal that the City pick up 100% of the employee health insurance increase and continue covering the employee share of the VRS life insurance. This will help to ensure that employees see an actual increase in take home, as well as the base salary increase.

  • We set aside $1 million for pay scale adjustments in anticipation of the external compensation review. We expect to receive the final results of that study in the late summer/early fall. We will make required adjustments in January.

  • Council agreed with our plan to provide compression adjustments, as well as another general wage increase, next July.

  • Other benefits - such as the free use of the community centers for fitness and the bonus personal days - remain in effect for the upcoming fiscal year.

Other than these compensation investments, there is little that is changed in the budget as virtually all new funds went into this program.

I want to publicly acknowledge and thank our budget team and staff that worked so diligently to produce what I considered to be a strong, solid budget. The effort required to do this is monumental, and their other work does not diminish because they serve on the budget team. All of the team members were aligned with the single purpose the Council and I set forth for this year - provide for meaningful salary adjustments for our workforce. To them I say, job well done!

As we continue to emerge from the recessionary impacts on our local revenues, it is my hope and commitment to continue our investments in our workforce and our community. Thank you again for your dedication, commitment, patience and perseverance during the challenging years of the recession. I am honored to lead such a wonderful group of employees.

Finally, I am pleased to announce that the City will once again co-sponsor Opening Night of the Peninsula Pilots season. Our participation means that we are able to offer free tickets to employees and their family members for the first game. The season opener is Wednesday, May 27th. Showtime is 6:05 p.m. and the First Pitch will be at 7:05 p.m. Please contact Donna Hodges in my office,, to request your tickets. We should have enough tickets for all who are interested, but they are "first come-first serve".
