Special Events Permits
Special Event Applications are required for events and festivals meeting the following criteria:
  • Event is Outdoors 
  • Event is Open to the Public 
  • Event is Held on Public Property

Permit Process and Cost
Complete the Special Event Security Plan Questionnaire and the Special Events Permit Application along with Site Requirements, Parade / Street Closure and Public Safety forms if appropriate. 

Applications are available for pick up at the Public Safety Building, 40 Lincoln Street or one can be mailed to you; just call our office at 757-727-6574, or download and print the Special Event Security Plan Questionnaire and online application.
  • If a question does not apply, please write "N/A" in that space. 
  • Please type or print clearly. 
  • Attach additional sheets if necessary. 
  • For online applications, make sure to print out page 10 (signature page). Then sign it and mail it with your check payment. 
  • The application will not be processed if the information is incomplete or if the signature page and $50 permit fee has not been received. 
  • Please make your $50 check payable to the "City of Hampton". 
  • Submit application and payment 90 days prior to event. Mail the application to Hampton Parks & Recreation Department, 22 Lincoln Street, Hampton, VA. 23669. 
  • Parks & Recreation Department will review the application with the event organizer - ensuring all required information has been submitted.  Please call 757-727-6348 to insure that the event location is available. All reservations are secured by payment only.
  • The Applicant/Organizer must provide a Certificate of Insurance (COI) with an Endorsement which shows the following: 
    • General liability insurance with limits of one million dollars ( $1,000,000) per occurrence and a two million dollar ($2,000,000) aggregate as well as excess insurance in the amount of $2,000,000.  
    • The City of Hampton must be named as an additional insured on the COI. The COI must be accompanied by an endorsement to the general liability policy naming the City of Hampton as an additional insured.
