Feb. 2, 2017 - The Hampton Planning Commission recommended denial of a rezoning that would allow up to 49 single-family homes on property on Mallory Street formerly occupied by Shelton on the Bay assisted living facility.
The $17 million project, by Marlyn Development Corp. and Ryan Homes, was proposed to be R-4 zoning, which is the city's smallest lot size for single-family homes. Project attorney Larry Cumming asked the commission to consider the "quality and design of what is proposed." The average sales price was projected to be $350,000.
Commission members expressed support for the idea of a single-family development but agreed with a staff report that development should make better use -- and potentially public use -- of the waterfront along Mill Creek. Concerns were also raised about lot sizes, the lack of sidewalks in the written agreement, the prominence of the garages in the front of the house, and the lack of crawl spaces.
Five residents of the adjoining neighborhood spoke against the development at the public hearing. Their concerns included the closeness of the homes to theirs, flooding, density, and cited the area as a home of bald eagles and an environmental buffer.
The 5-0 Planning Commission vote will go to City Council as a recommendation, and Council will make the final decision on the rezoning.
